Is too much cricket to blame for low crowd attendance?

When England toured Australia in 2006 tickets were sold out months in advance and being sold on ebay for a lot more than they cost, they will be back in 12 months time most likely the same thing will happen again. How can 'less matches' bring better crowds, there is never more than one Test match per state, cancelling a Test in Brisbane or Perth will not affect crowds in Sydney or Melbourne.
